Narrative:

Aircraft departed memphis without life rafts. Flight never was outside of glide distance of land en route from memphis international to bqn, puerto rico. So, captain and ramp personnel omitted rafts which are generally included on night flight. Rafts discovered only on landing at bqn. Although never out of glide distance, rafts are usually included, but not absolutely required.

ALTHOUGH NEVER OUT OF GLIDE DISTANCE, RAFTS ARE USUALLY INCLUDED, BUT NOT ABSOLUTELY REQUIRED.
