Narrative:

We were on a scheduled 'stand up' overnight at bpt. The mdt was left on the ramp and a training crew had assumed responsibility for the aircraft on the overnight. During preflight and checklist procedures next morning, I checked the parking handle in 'set' position. We started the right engine and placed the condition lever in high position which is normal position. The aircraft rolled forward very slowly and made contact with the cargo truck. I was alerted by ground crew of the slow roll and applied brakes. However, it was too late and the left propeller blade (engine not running) made contact with parked truck loading cargo. Problem was that the training crew left the parking brake partially set and when covering that item on checklist I perceived 'it' to be in 'set' position. Aircraft was inspected by maintenance and ferried back to houston.

Title: MDT TURBOPROP HITS PARKED TRUCK DURING THE ENG START PROC IN RAMP OP RAMP DEP PROC.

DURING PREFLT AND CHKLIST PROCS NEXT MORNING, I CHKED THE PARKING HANDLE IN 'SET' POS. WE STARTED THE R ENG AND PLACED THE CONDITION LEVER IN HIGH POS WHICH IS NORMAL POS. THE ACFT ROLLED FORWARD VERY SLOWLY AND MADE CONTACT WITH THE CARGO TRUCK. I WAS ALERTED BY GND CREW OF THE SLOW ROLL AND APPLIED BRAKES. HOWEVER, IT WAS TOO LATE AND THE L PROP BLADE (ENG NOT RUNNING) MADE CONTACT WITH PARKED TRUCK LOADING CARGO. PROB WAS THAT THE TRAINING CREW LEFT THE PARKING BRAKE PARTIALLY SET AND WHEN COVERING THAT ITEM ON CHKLIST I PERCEIVED 'IT' TO BE IN 'SET' POS. ACFT WAS INSPECTED BY MAINT AND FERRIED BACK TO HOUSTON.
