Narrative:

I was working the local control position in the panama city (pfn) fl, ATCT. Small aircraft X departed runway 14, IFR, on an assigned heading on 230 degrees climbing to 5000 ft. 2 small aircraft's were west of pfn, VFR, entering a right base to runway 14. I observed small aircraft X 2 1/2 mi ssw of pfn starting a turn to the wnw at 1500 ft. I called the approach controller at tyndall AFB RAPCON and asked what they were doing with small aircraft X and advised him of the tower traffic that was entering a right base to runway 14. They said small aircraft X was diverting around WX. Small aircraft X was heading directly towards small aircraft Y and I issued a traffic call to small aircraft Y who later reported his altitude was between 1100-1500 ft. During this time small aircraft X altitude indicated 1500 ft. Small aircraft X continued wnw and small aircraft Y landed on runway 14 without further incident. The reason this event occurred is the tyndall AFB approach controller allowed small aircraft X to deviate for WX without first coordinating with the tower controller at pfn. The panama city ATCT/tyndall RAPCON LOA clearly states that tyndall RAPCON may turn aircraft as long as the turn takes the aircraft away from panama city ATCT traffic patterns. Tyndall RAPCON has shown a history of failure to coordinate with panama city ATCT for aircraft that are entering, departing or transitioning through the panama city air traffic area. This deficiency must be corrected to avoid a possible midair collision in the future.

I OBSERVED SMA X 2 1/2 MI SSW OF PFN STARTING A TURN TO THE WNW AT 1500 FT. I CALLED THE APCH CTLR AT TYNDALL AFB RAPCON AND ASKED WHAT THEY WERE DOING WITH SMA X AND ADVISED HIM OF THE TWR TFC THAT WAS ENTERING A R BASE TO RWY 14. THEY SAID SMA X WAS DIVERTING AROUND WX. SMA X WAS HDG DIRECTLY TOWARDS SMA Y AND I ISSUED A TFC CALL TO SMA Y WHO LATER RPTED HIS ALT WAS BTWN 1100-1500 FT. DURING THIS TIME SMA X ALT INDICATED 1500 FT. SMA X CONTINUED WNW AND SMA Y LANDED ON RWY 14 WITHOUT FURTHER INCIDENT. THE REASON THIS EVENT OCCURRED IS THE TYNDALL AFB APCH CTLR ALLOWED SMA X TO DEVIATE FOR WX WITHOUT FIRST COORDINATING WITH THE TWR CTLR AT PFN. THE PANAMA CITY ATCT/TYNDALL RAPCON LOA CLRLY STATES THAT TYNDALL RAPCON MAY TURN ACFT AS LONG AS THE TURN TAKES THE ACFT AWAY FROM PANAMA CITY ATCT TFC PATTERNS. TYNDALL RAPCON HAS SHOWN A HISTORY OF FAILURE TO COORDINATE WITH PANAMA CITY ATCT FOR ACFT THAT ARE ENTERING, DEPARTING OR TRANSITIONING THROUGH THE PANAMA CITY ATA. THIS DEFICIENCY MUST BE CORRECTED TO AVOID A POSSIBLE MIDAIR COLLISION IN THE FUTURE.
