Narrative:

While executing an ILS/DME at richmond, in, in an small aircraft sel on an IFR flight plan at XA55 local (EST), 10 parachutists (approximately) appeared through the solid 100 percent cloud cover over richmond airport. Drop plane was an small transport at 15000 ft, not on an IFR flight plan. We took evasive action with a right turn to 330 degrees and climb. Continued direction of flight probably would have resulted in a midair with a parachutist.

Narrative: WHILE EXECUTING AN ILS/DME AT RICHMOND, IN, IN AN SMA SEL ON AN IFR FLT PLAN AT XA55 LCL (EST), 10 PARACHUTISTS (APPROX) APPEARED THROUGH THE SOLID 100 PERCENT CLOUD COVER OVER RICHMOND ARPT. DROP PLANE WAS AN SMT AT 15000 FT, NOT ON AN IFR FLT PLAN. WE TOOK EVASIVE ACTION WITH A R TURN TO 330 DEGS AND CLB. CONTINUED DIRECTION OF FLT PROBABLY WOULD HAVE RESULTED IN A MIDAIR WITH A PARACHUTIST.
