Narrative:

I was working as the data/handoff controller for another fpl radar controller and I was monitoring his radio frequencys. Small transport X was wbound approaching tge at 8000. Other IFR traffic was lower and sebound approaching the VOR. An aircraft squawking 1200 was observed climbing through 9000. TA was issued to small transport X. A moment later, small transport X reported having taken evasive action to avoid a parachute canopy opening in front of him. We advised the controller-in-charge, who called the airport who advised the pilot to call us. The pilot subsequently called and advised the controller-in-charge that he had not seen the aircraft until the jumper was in the air and that the incident had really scared him. The pilot also advised that he was not aware of any requirement to communicate with ATC during parachute activities and that he did not know of any FARS concerning parachute activity other than part 91. He also advised that he was new at this and had not been advised of any of this by the owner/operator of the school/aircraft.

Title: SMA X PARACHUTE DROP ON AIRWAY. PARACHUTIST HAD CONFLICT WITH SMT Y. PLTDEV. EVASIVE ACTION TAKEN.

Narrative: I WAS WORKING AS THE DATA/HDOF CTLR FOR ANOTHER FPL RADAR CTLR AND I WAS MONITORING HIS RADIO FREQS. SMT X WAS WBOUND APCHING TGE AT 8000. OTHER IFR TFC WAS LOWER AND SEBOUND APCHING THE VOR. AN ACFT SQUAWKING 1200 WAS OBSERVED CLBING THROUGH 9000. TA WAS ISSUED TO SMT X. A MOMENT LATER, SMT X RPTED HAVING TAKEN EVASIVE ACTION TO AVOID A PARACHUTE CANOPY OPENING IN FRONT OF HIM. WE ADVISED THE CTLR-IN-CHARGE, WHO CALLED THE ARPT WHO ADVISED THE PLT TO CALL US. THE PLT SUBSEQUENTLY CALLED AND ADVISED THE CTLR-IN-CHARGE THAT HE HAD NOT SEEN THE ACFT UNTIL THE JUMPER WAS IN THE AIR AND THAT THE INCIDENT HAD REALLY SCARED HIM. THE PLT ALSO ADVISED THAT HE WAS NOT AWARE OF ANY REQUIREMENT TO COMMUNICATE WITH ATC DURING PARACHUTE ACTIVITIES AND THAT HE DID NOT KNOW OF ANY FARS CONCERNING PARACHUTE ACTIVITY OTHER THAN PART 91. HE ALSO ADVISED THAT HE WAS NEW AT THIS AND HAD NOT BEEN ADVISED OF ANY OF THIS BY THE OWNER/OPERATOR OF THE SCHOOL/ACFT.
