Narrative:
Air carrier X was inbound on a STAR at 10000 ft, Y was climbing out of lfn airport to 14000 ft, VFR for a parachute jump. Both aircraft were on the same frequency. Traffic had been exchanged to both. Y reported air carrier X in sight and said he would maneuver around him. Air carrier X was advised of this, but still reported climbing on an RA. Y did exactly what he was supposed to do as a VFR aircraft -- see and avoid. Air carrier X responded to a ridiculous RA and then overreacted by climbing 1900 ft.

Narrative: ACR X WAS INBOUND ON A STAR AT 10000 FT, Y WAS CLBING OUT OF LFN ARPT TO 14000 FT, VFR FOR A PARACHUTE JUMP. BOTH ACFT WERE ON THE SAME FREQ. TFC HAD BEEN EXCHANGED TO BOTH. Y RPTED ACR X IN SIGHT AND SAID HE WOULD MANEUVER AROUND HIM. ACR X WAS ADVISED OF THIS, BUT STILL RPTED CLBING ON AN RA. Y DID EXACTLY WHAT HE WAS SUPPOSED TO DO AS A VFR ACFT -- SEE AND AVOID.
