Narrative:

Departed roc at XX15Z. Many thunderstorms in the area. Shortly after departure, company called and advised crew to change destination to ewr (originally was teb). After advising ATC, we were told to expect holding at slate run. We then flew through some more WX and experienced some navigation and communication trouble. ATC then issued us a hold with an expect further clearance time of 45 min (minimum). Deciding we did not have enough fuel to hold and get to ewr, we called the company and made decision to go to teb, the original destination. At the same time ATC advised us we were not in the hold as published. Upon checking navigation circuit breakers, they were popped (most likely cause lighting on departure out of roc). I then advised ATC that we were having navigation problems and we needed to change our destination back to teb. At that point we were given a vector for traffic and later a rerte. Great work on behalf of controller. Cause of the problem was excessive workload at a critical time which distracted crew from the popped circuit breakers.

Title: FLC BEHAVIOR INADEQUATE HUMAN RESOURCES DISPLAYED IN ACFT EQUIP PROB MALFUNCTION DURING AIR HOLDING IN PROX OF TSTM ACTIVITY AND DIVERSION TO ALT ARPT.

Narrative: DEPARTED ROC AT XX15Z. MANY TSTMS IN THE AREA. SHORTLY AFTER DEP, COMPANY CALLED AND ADVISED CREW TO CHANGE DEST TO EWR (ORIGINALLY WAS TEB). AFTER ADVISING ATC, WE WERE TOLD TO EXPECT HOLDING AT SLATE RUN. WE THEN FLEW THROUGH SOME MORE WX AND EXPERIENCED SOME NAV AND COM TROUBLE. ATC THEN ISSUED US A HOLD WITH AN EXPECT FURTHER CLRNC TIME OF 45 MIN (MINIMUM). DECIDING WE DID NOT HAVE ENOUGH FUEL TO HOLD AND GET TO EWR, WE CALLED THE COMPANY AND MADE DECISION TO GO TO TEB, THE ORIGINAL DEST. AT THE SAME TIME ATC ADVISED US WE WERE NOT IN THE HOLD AS PUBLISHED. UPON CHKING NAV CIRCUIT BREAKERS, THEY WERE POPPED (MOST LIKELY CAUSE LIGHTING ON DEP OUT OF ROC). I THEN ADVISED ATC THAT WE WERE HAVING NAV PROBS AND WE NEEDED TO CHANGE OUR DEST BACK TO TEB. AT THAT POINT WE WERE GIVEN A VECTOR FOR TFC AND LATER A RERTE. GREAT WORK ON BEHALF OF CTLR. CAUSE OF THE PROB WAS EXCESSIVE WORKLOAD AT A CRITICAL TIME WHICH DISTRACTED CREW FROM THE POPPED CIRCUIT BREAKERS.
