Narrative:

On takeoff roll after the power levers were advanced, the takeoff warning horn went off. I noticed the ground spoiler advisory light was on and aborted the takeoff at speed of about 15-20 KTS. I went back to the gate, deplaned passenger, then followed company prescribed procedures by calling maintenance and was assigned an MEL number, and followed MEL procedures. Mechanic had to pull ground spoiler circuit breaker and tie-wrapped them in accordance with the MEL. Started the engines. Mechanic checked that the spoilers were in the retracted position and we took off with no further difficulties.

Title: TKOF ABORTED BY PNF, THE PIC, WHEN ACFT EQUIP PROB MALFUNCTION IS NOTED AT LOW SPD.

I WENT BACK TO THE GATE, DEPLANED PAX, THEN FOLLOWED COMPANY PRESCRIBED PROCS BY CALLING MAINT AND WAS ASSIGNED AN MEL NUMBER, AND FOLLOWED MEL PROCS. MECH HAD TO PULL GND SPOILER CIRCUIT BREAKER AND TIE-WRAPPED THEM IN ACCORDANCE WITH THE MEL. STARTED THE ENGS. MECH CHKED THAT THE SPOILERS WERE IN THE RETRACTED POS AND WE TOOK OFF WITH NO FURTHER DIFFICULTIES.
