Narrative:

I departed oak at XA51 and was told to stay VFR below the sfo TCA by tower. When I was switched to bay approach they said to continue on an easterly heading, and cleared to enter the TCA at pilot's discretion. I stayed below the TCA until bay approach said I was clear. I then turned to a heading of 140 degrees. I do not remember if bay said that I was to resume own navigation. Bay called out 2 jets as traffic, air carrier Y at 20 mi out was the second aircraft descending to 9000 ft. I had both in sight. They had their recognition lights. I had navigation, beacon, strobe, landing and ice lights on. Air carrier Y was called as traffic descending from 9000 ft to 8000 ft as I was climbing out of about 6000 ft to 9500 ft VFR, and I called traffic in sight. I tried to climb above the air carrier Y jet's flight path. But, this would not work. At 7700 ft MSL, I decided to descend and the air carrier Y jet told bay that he was going to climb a bit. (When air carrier Y was told about me, they said that they had me on TCASII.) I descended to 7500 ft and air carrier Y climbed. I would estimate that we had 500 ft vertical separation at a minimum. I did not tell bay that I descended because air carrier Y spoke up as I was about to call bay. Air carrier Y later told bay that the climb was due to an RA on their TCASII. Next time: 1) verify I'm on own navigation outside of the TCA. 2) tell bay I descended to avoid the traffic! I was not sure if I had a clearance to reenter the TCA.

Title: AN ATX SMT TRIED TO OUTCLB A DSNDING ACR JET CAUSING A TCASII RA IN THE JET.

Narrative: I DEPARTED OAK AT XA51 AND WAS TOLD TO STAY VFR BELOW THE SFO TCA BY TWR. WHEN I WAS SWITCHED TO BAY APCH THEY SAID TO CONTINUE ON AN EASTERLY HDG, AND CLRED TO ENTER THE TCA AT PLT'S DISCRETION. I STAYED BELOW THE TCA UNTIL BAY APCH SAID I WAS CLR. I THEN TURNED TO A HDG OF 140 DEGS. I DO NOT REMEMBER IF BAY SAID THAT I WAS TO RESUME OWN NAV. BAY CALLED OUT 2 JETS AS TFC, ACR Y AT 20 MI OUT WAS THE SECOND ACFT DSNDING TO 9000 FT. I WAS NOT SURE IF I HAD A CLRNC TO REENTER THE TCA.
