Narrative:

Small aircraft X departed on an IFR flight plan to mbq. His initial assigned heading was 270 degrees. Small aircraft X departed runway 14 and turned right to a heading of 270 degrees. Upon contact with pam RAPCON small aircraft X was turned to a northwesterly heading. Small aircraft X was observed passing over small aircraft Y operating in the traffic pattern on right downwind leg to runway 14. Traffic was issued to Y by the pfn tower. From the tower it appeared that X was above Y. The BRITE radar indicated small aircraft X was at 1200 ft. Y had no altitude readout, but the traffic pattern altitude is 800 ft. No coordination was effected by pam RAPCON to turn the departure to a heading other than the assigned heading of 270 degrees, as is required by LOA. This problem is ongoing, and although it has been brought to the attention of pam RAPCON, it continues to happen.

TFC WAS ISSUED TO Y BY THE PFN TWR. FROM THE TWR IT APPEARED THAT X WAS ABOVE Y. THE BRITE RADAR INDICATED SMA X WAS AT 1200 FT. Y HAD NO ALT READOUT, BUT THE TFC PATTERN ALT IS 800 FT. NO COORD WAS EFFECTED BY PAM RAPCON TO TURN THE DEP TO A HDG OTHER THAN THE ASSIGNED HDG OF 270 DEGS, AS IS REQUIRED BY LOA. THIS PROB IS ONGOING, AND ALTHOUGH IT HAS BEEN BROUGHT TO THE ATTN OF PAM RAPCON, IT CONTINUES TO HAPPEN.
