Narrative:

Our clearance was the tampa 2 departure, then as filed, maintain 12000 ft. After departure and leaving 10000 ft in climb, we accelerated to our normal climb profile of 310 KTS. After contacting ZJX, we were then cleared altitude. Between 12000 ft and 13000 ft, the controller requested us to 'say speed.' we replied 310 KTS. The controller then advised us of a possible speed violation. (According to the tpa 2 departure, aircraft departing on a northerly transition are to maintain 250 KTS.) contributing factors: only airport (united states) that I am aware of with a speed restriction on departure in a SID. Placement of speed restriction on SID. (I feel it might help to be in the takeoff section of the SID where most pilots scrutinize the SID the most.) clearance to 12000 ft with a speed restriction. No verbal announcement of speed restriction in clearance. Crew actions: a need to reverify that all information on SID is clear and understood by both crew members.

Title: FLC OF AN LGT ACR ACFT FAILED TO MEET SID SPD RESTRICTION.

Narrative: OUR CLRNC WAS THE TAMPA 2 DEP, THEN AS FILED, MAINTAIN 12000 FT. AFTER DEP AND LEAVING 10000 FT IN CLB, WE ACCELERATED TO OUR NORMAL CLB PROFILE OF 310 KTS. AFTER CONTACTING ZJX, WE WERE THEN CLRED ALT. BTWN 12000 FT AND 13000 FT, THE CTLR REQUESTED US TO 'SAY SPD.' WE REPLIED 310 KTS. THE CTLR THEN ADVISED US OF A POSSIBLE SPD VIOLATION. (ACCORDING TO THE TPA 2 DEP, ACFT DEPARTING ON A NORTHERLY TRANSITION ARE TO MAINTAIN 250 KTS.) CONTRIBUTING FACTORS: ONLY ARPT (UNITED STATES) THAT I AM AWARE OF WITH A SPD RESTRICTION ON DEP IN A SID. PLACEMENT OF SPD RESTRICTION ON SID. (I FEEL IT MIGHT HELP TO BE IN THE TKOF SECTION OF THE SID WHERE MOST PLTS SCRUTINIZE THE SID THE MOST.) CLRNC TO 12000 FT WITH A SPD RESTRICTION. NO VERBAL ANNOUNCEMENT OF SPD RESTRICTION IN CLRNC. CREW ACTIONS: A NEED TO REVERIFY THAT ALL INFORMATION ON SID IS CLR AND UNDERSTOOD BY BOTH CREW MEMBERS.
