Narrative:
We were on vectors for a visual approach to sfo runway 28L. (Tip toe and quiet bridge approach in progress.) about 13 mi out, the controller said 'you are cleared for a visual to runway 28L, avoid foster city as much as possible for noise abatement.' comment: this is a nonstandard and hazardous procedure. This is the second time in 2 weeks I have received this clearance during simultaneous visual/parallel approach to sfo runway 28L/right.

Narrative: WE WERE ON VECTORS FOR A VISUAL APCH TO SFO RWY 28L. (TIP TOE AND QUIET BRIDGE APCH IN PROGRESS.) ABOUT 13 MI OUT, THE CTLR SAID 'YOU ARE CLRED FOR A VISUAL TO RWY 28L, AVOID FOSTER CITY AS MUCH AS POSSIBLE FOR NOISE ABATEMENT.' COMMENT: THIS IS A NONSTANDARD AND HAZARDOUS PROC.
