During a non-revenue flight from bur to sfo, first officer, who was flying from the left seat, failed to decelerate to 250 KIAS during a descent from 12000 ft to 8000 ft MSL. Infraction occurred at or near boldr intersection while passing through 9000 ft MSL. ATC advised that previous issued waiver for speed restriction did not apply to altitudes below 10000 ft.
