Air carrier X was being vectored to runway 4R descending to 3000 ft with a VFR Y at 1900 ft below TCA at 1 O'clock and 2 mi. Air carrier X reports a RA climb and the controller advises the traffic is below 2000 ft (more than 1500 ft difference). Air carrier X climbs back to 4000 ft, then passes and descends again for the approach. Workload: low. Clearance deviation of 300 ft. Communication after the maneuver. The controller asked the pilot if his TCASII showed the target to be below 2000 ft. He indicated he did not observe that, only the climb.

CLRNC DEV OF 300 FT. COM AFTER THE MANEUVER. THE CTLR ASKED THE PLT IF HIS TCASII SHOWED THE TARGET TO BE BELOW 2000 FT. HE INDICATED HE DID NOT OBSERVE THAT, ONLY THE CLB.
