Narrative:
During climb out ny departure control instructed our aircraft to turn left to 270 degrees (from 340 degrees). We received a TCASII RA 'decrease climb' passing 14000 ft about 20 degrees into turn. Reduced climb, leveled wings and observed small single engine propeller 1130-12 O'clock moving right to left (ssw heading) about 14500 ft. Advised departure control.
