Narrative:

The controller climbed air carrier X when it cleared air carrier Y that was converging at 8000 ft. Air carrier X informed the controller of an RA and an alert to descend. Air carrier X descended 200 ft, advised of the RA and then climbed to his assigned altitude of 15000 ft. There was a clearance deviation by the TCASII aircraft of at least 200 ft. Communication regarding the TCASII maneuver took place after the incident. This was a false alert, 3000 ft of separation was established and maintained.

Title: ACR X TCASII RA WITH ACR Y. NON ADHERENCE TO ATC INSTRUCTION. STANDARD SEPARATION EXISTED.

Narrative: THE CTLR CLBED ACR X WHEN IT CLRED ACR Y THAT WAS CONVERGING AT 8000 FT. ACR X INFORMED THE CTLR OF AN RA AND AN ALERT TO DSND. ACR X DSNDED 200 FT, ADVISED OF THE RA AND THEN CLBED TO HIS ASSIGNED ALT OF 15000 FT. THERE WAS A CLRNC DEV BY THE TCASII ACFT OF AT LEAST 200 FT. COM REGARDING THE TCASII MANEUVER TOOK PLACE AFTER THE INCIDENT. THIS WAS A FALSE ALERT, 3000 FT OF SEPARATION WAS ESTABLISHED AND MAINTAINED.
