Narrative:

A crossing restriction was given 'cross rhome at 9000 ft.' the captain was flying the aircraft. A problem came up in the cabin. A flight attendant found out that a passenger had a very contagious disease. The captain became involved with this problem and was talking to flight control on the #2 radio. We had strong tailwinds and it became evident that we would not be able to make the restriction given. I tried calling center but received no response. Several attempts were made. We ended up at the fix at 10000 ft. I found that our #1 radio had failed slightly. We could only receive on it, not transmit. Once I discovered this, I switched radios and notified approach. They said just descend as soon as you can. Asked if there was a problem and they said no.

Title: AN ACR MISSED ITS XING RESTRICTION.

Narrative: A XING RESTRICTION WAS GIVEN 'CROSS RHOME AT 9000 FT.' THE CAPT WAS FLYING THE ACFT. A PROB CAME UP IN THE CABIN. A FLT ATTENDANT FOUND OUT THAT A PAX HAD A VERY CONTAGIOUS DISEASE. THE CAPT BECAME INVOLVED WITH THIS PROB AND WAS TALKING TO FLT CTL ON THE #2 RADIO. WE HAD STRONG TAILWINDS AND IT BECAME EVIDENT THAT WE WOULD NOT BE ABLE TO MAKE THE RESTRICTION GIVEN. I TRIED CALLING CTR BUT RECEIVED NO RESPONSE. SEVERAL ATTEMPTS WERE MADE. WE ENDED UP AT THE FIX AT 10000 FT. I FOUND THAT OUR #1 RADIO HAD FAILED SLIGHTLY. WE COULD ONLY RECEIVE ON IT, NOT XMIT. ONCE I DISCOVERED THIS, I SWITCHED RADIOS AND NOTIFIED APCH. THEY SAID JUST DSND AS SOON AS YOU CAN. ASKED IF THERE WAS A PROB AND THEY SAID NO.
