Narrative:

5 mins before departure, maintenance decided to start wheel and oil check and had us turn lights on, then off. APU was on MEL and then they called us to start up on gate. Agent did not check fuel, just passenger count, and left to pull jetway after engine start. We started our taxi out and during checklist we caught we had not been fueled. Then we had to wait for gate to open up, during which another flight cancelled push due to no fuel also. Distrs before abnormal start and agent not checking fuel with us caused problem. This will not happen again with new safeguards I have added to my own check from now on. Also, with abnormal situation is the time to slow down and double-check nothing missed.

Title: ACR MLG DEPARTS FROM GATE AND FINDS THAT THEY HAVE NOT BEEN FUELED FOR FLT. RETURN TO RAMP.

THEN WE HAD TO WAIT FOR GATE TO OPEN UP, DURING WHICH ANOTHER FLT CANCELLED PUSH DUE TO NO FUEL ALSO. DISTRS BEFORE ABNORMAL START AND AGENT NOT CHKING FUEL WITH US CAUSED PROB. THIS WILL NOT HAPPEN AGAIN WITH NEW SAFEGUARDS I HAVE ADDED TO MY OWN CHK FROM NOW ON. ALSO, WITH ABNORMAL SIT IS THE TIME TO SLOW DOWN AND DOUBLE-CHK NOTHING MISSED.
