Narrative:

Air carrier X on ILS 9. No progress passed from approach to tower as per LOA. Air carrier Y released runway 27 IFR. As tower was turning air carrier Y over to approach (132.75) approach was calling to ask if he was airborne yet as air carrier X was over OM inbound. Told approach 'yes, you are working him.' if tower had a BRITE radar display this could have been avoided. Approach control failed to pass the inbound progress of air carrier X. Air carrier X was vectored poorly to final causing him to be high. TCASII on air carrier X showed aircraft 700 ft below.

Narrative: ACR X ON ILS 9. NO PROGRESS PASSED FROM APCH TO TWR AS PER LOA. ACR Y RELEASED RWY 27 IFR. AS TWR WAS TURNING ACR Y OVER TO APCH (132.75) APCH WAS CALLING TO ASK IF HE WAS AIRBORNE YET AS ACR X WAS OVER OM INBOUND. TOLD APCH 'YES, YOU ARE WORKING HIM.'
