Narrative:

On post-flight check at destination we became aware that the mechanics had forgotten to put a cover that belonged on an air cycle machine inlet. We wrote it up as a dropped object until they told us they forgot to put the part on the night before. My first officer as well as the crew that brought us the airplane the night before missed it on their preflight. I was busy with many other problems with the airplane and only did a brief walk around. Our company manual states that the captain shall delegate the preflight actions to the first officer and when a problem arises he is to bring it to my attention. This item was missed on his preflight unintentionally. I feel this problem can be alleviated by taking the time out to perform the additional checks.
