Narrative:

At fai airport, ak, an alleged report by tower that our small aircraft contacted a parked small transport, our wing contacting the small transport's propeller. This report was made by the tower -- where, in fact, there was no contact between airplanes whatsoever. The tower asked us to stop taxiing after passing a parked small transport in the tie down area. An airport police officer appeared on the scene and looked over both airplanes. Both officer and myself have witness of no evidence of any contact between airplanes. The small transport was parked 6-8 ft beyond the tie-down markings into the taxiway where we were taxiing. My passenger and I had no knowledge of contact with anything during our stay on that airport even though we had to taxi out of our way to miss the parked small transport. The small transport's free turning propeller was tied down but it was tied so that it could swing 16- 18 inches either way. As we passed the small transport, our propeller wash moved the propeller of the small transport slightly, causing the tower to believe we had contacted the small transport propeller when, in fact, there was no contact between airplanes. We stopped, talked to the officer investigating. He took pictures and gave witness himself to us that there was no evidence of any contact between airplanes. Evidently, he called the tower of his findings because as we cleared again for taxi the controller apologized for the inconvenience of the alleged report. I appreciate the tower's alertness to any problems developing on their turf, but please don't create them. The small transport was misparked and the people in charge of the ramp should have required the pilot of the small transport to park on the tie-down lines or park elsewhere so that an airplane of that size could fit without projecting into the taxiway.

Title: SMA THOUGHT TO HAVE HIT PARKED SMT. NOT SO.

Narrative: AT FAI ARPT, AK, AN ALLEGED RPT BY TWR THAT OUR SMA CONTACTED A PARKED SMT, OUR WING CONTACTING THE SMT'S PROP. THIS RPT WAS MADE BY THE TWR -- WHERE, IN FACT, THERE WAS NO CONTACT BTWN AIRPLANES WHATSOEVER. THE TWR ASKED US TO STOP TAXIING AFTER PASSING A PARKED SMT IN THE TIE DOWN AREA. AN ARPT POLICE OFFICER APPEARED ON THE SCENE AND LOOKED OVER BOTH AIRPLANES. BOTH OFFICER AND MYSELF HAVE WITNESS OF NO EVIDENCE OF ANY CONTACT BTWN AIRPLANES. THE SMT WAS PARKED 6-8 FT BEYOND THE TIE-DOWN MARKINGS INTO THE TXWY WHERE WE WERE TAXIING. MY PAX AND I HAD NO KNOWLEDGE OF CONTACT WITH ANYTHING DURING OUR STAY ON THAT ARPT EVEN THOUGH WE HAD TO TAXI OUT OF OUR WAY TO MISS THE PARKED SMT. EVIDENTLY, HE CALLED THE TWR OF HIS FINDINGS BECAUSE AS WE CLRED AGAIN FOR TAXI THE CTLR APOLOGIZED FOR THE INCONVENIENCE OF THE ALLEGED RPT. I APPRECIATE THE TWR'S ALERTNESS TO ANY PROBS DEVELOPING ON THEIR TURF, BUT PLEASE DON'T CREATE THEM. THE SMT WAS MISPARKED AND THE PEOPLE IN CHARGE OF THE RAMP SHOULD HAVE REQUIRED THE PLT OF THE SMT TO PARK ON THE TIE-DOWN LINES OR PARK ELSEWHERE SO THAT AN AIRPLANE OF THAT SIZE COULD FIT WITHOUT PROJECTING INTO THE TXWY.
