Narrative:

At FL280, cabin pressure was climbing at 1000 FPM. Declared an emergency and initiated descent as cabin reached 10000 ft. Accomplished appropriate checklist. Regained control of cabin at 12000 ft. System worked normally for remainder of flight to msp. Suspect icing up of outflow valve due to icing conditions we were in the last 45 mins before the pressurization problem.
