Narrative:

Air carrier X was arriving on runway 5R on an ILS approach. Helicopter Y was taking photo at 600 ft (field elevation 400 ft) on 2 mi final. Traffic was issued and helicopter Y saw air carrier X. Separation was always greater than 500 ft. This RA would not have happened if air carrier X would have turned his TCASII off inside 10 mi of airport he was landing. Callback conversation with reporter revealed the following information: reporter stated traffic had been issued to both aircraft and acknowledged. Air carrier X responded to TCASII RA and made a go around disrupting ATC and traffic pattern.

Title: ACR X TCASII RA FROM HELI Y EXECUTED A GAR. EVASIVE ACTION TAKEN.

Narrative: ACR X WAS ARRIVING ON RWY 5R ON AN ILS APCH. HELI Y WAS TAKING PHOTO AT 600 FT (FIELD ELEVATION 400 FT) ON 2 MI FINAL. TFC WAS ISSUED AND HELI Y SAW ACR X. SEPARATION WAS ALWAYS GREATER THAN 500 FT. THIS RA WOULD NOT HAVE HAPPENED IF ACR X WOULD HAVE TURNED HIS TCASII OFF INSIDE 10 MI OF ARPT HE WAS LNDG. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED TFC HAD BEEN ISSUED TO BOTH ACFT AND ACKNOWLEDGED. ACR X RESPONDED TO TCASII RA AND MADE A GAR DISRUPTING ATC AND TFC PATTERN.
