Narrative:

While on arrival (first officer flying) an aircraft performing aerobatic maneuvers (hammerhead stall) passed through our altitude at 6000 ft MSL, then completed his maneuver coming back down, nose pointed towards ground, through our altitude. Approach did not advise us and we had no TCASII alert. Aircraft was not utilizing transponder. We had been cleared direct which put us north of our usual course. Had we been on ground track it may have placed us directly in front of the aircraft performing aerobatics. We advised approach and they did nothing to advise other inbounds. This fool performing his aerobatics could have killed 142 people because he never utilized a transponder or good judgement while performing aerobatic maneuvers right in an arrival (STAR) path. First officer and captain observed the aircraft, no evasive maneuver was necessary but both aircraft were in extremely close proximity. We need to start a civilian use MOA system to allow for airspace for things like this. That way center/ATC would know if an area was hot!

HAD WE BEEN ON GND TRACK IT MAY HAVE PLACED US DIRECTLY IN FRONT OF THE ACFT PERFORMING AEROBATICS. WE ADVISED APCH AND THEY DID NOTHING TO ADVISE OTHER INBOUNDS. THIS FOOL PERFORMING HIS AEROBATICS COULD HAVE KILLED 142 PEOPLE BECAUSE HE NEVER UTILIZED A XPONDER OR GOOD JUDGEMENT WHILE PERFORMING AEROBATIC MANEUVERS RIGHT IN AN ARR (STAR) PATH. FO AND CAPT OBSERVED THE ACFT, NO EVASIVE MANEUVER WAS NECESSARY BUT BOTH ACFT WERE IN EXTREMELY CLOSE PROX. WE NEED TO START A CIVILIAN USE MOA SYS TO ALLOW FOR AIRSPACE FOR THINGS LIKE THIS. THAT WAY CTR/ATC WOULD KNOW IF AN AREA WAS HOT!
