Cpr X was on a vector around restr airspace when issued a clearance to phx via direct lidat J92 bld KARLO5 climb to and maintain FL290. Cpr X read back phx via direct lidat J92 bld KARLO2 climb to FL330. I caught the KARLO2 mistake but not the altitude mistake. Cpr X climbed towards a sbound air carrier Y at FL310, directly above.
