Narrative:

I was on local control. I let ground control get on runway 17 with a vehicle. I cleared air carrier X to land on runway 17 and scanned the runway. The vehicle was not observed at that time. (Vehicle is hard to see on the runway.) air carrier X landed and rolled out. He reported a truck on the runway. He exited the runway prior to the vehicle.
