Narrative:

Airport vehicle was approved on runway for nightly inspection. Cpr Y was taxiing to runway for departure. I became involved with a discussion away from position and when cpr Y requested clearance for takeoff, the clearance was issued. Vehicle on the runway advised where he was and asked if he should exit. Aircraft also observed vehicle on runway and did not start departure roll. Vehicle exited runway at next intersection, aircraft was reissued takeoff clearance and departed normally. This situation typifies a slow, low traffic occurrence that often will cause complacency in controllers. Subtle distractions that initially may seem important such as an ongoing conversation or interesting material could draw away the attention span just enough to cause an incident, or worse, an accident. Luckily for the vehicle the visibility and awareness shown averted a disaster.

Title: CTLR FORGOT VEHICLE ON RWY. CPR Y CLRED FOR TKOF ON OCCUPIED RWY HAD LTSS FROM VEHICLE.

Narrative: ARPT VEHICLE WAS APPROVED ON RWY FOR NIGHTLY INSPECTION. CPR Y WAS TAXIING TO RWY FOR DEP. I BECAME INVOLVED WITH A DISCUSSION AWAY FROM POS AND WHEN CPR Y REQUESTED CLRNC FOR TKOF, THE CLRNC WAS ISSUED. VEHICLE ON THE RWY ADVISED WHERE HE WAS AND ASKED IF HE SHOULD EXIT. ACFT ALSO OBSERVED VEHICLE ON RWY AND DID NOT START DEP ROLL. VEHICLE EXITED RWY AT NEXT INTXN, ACFT WAS REISSUED TKOF CLRNC AND DEPARTED NORMALLY. THIS SITUATION TYPIFIES A SLOW, LOW TFC OCCURRENCE THAT OFTEN WILL CAUSE COMPLACENCY IN CTLRS. SUBTLE DISTRACTIONS THAT INITIALLY MAY SEEM IMPORTANT SUCH AS AN ONGOING CONVERSATION OR INTERESTING MATERIAL COULD DRAW AWAY THE ATTN SPAN JUST ENOUGH TO CAUSE AN INCIDENT, OR WORSE, AN ACCIDENT. LUCKILY FOR THE VEHICLE THE VISIBILITY AND AWARENESS SHOWN AVERTED A DISASTER.
