Narrative:
On climb out of bwi we were given a clearance from ZDC (frequency 134.5) to climb from 14000 ft to 17000 ft. We were advised of VFR traffic at 2 O'clock and 15 mi at 15500 ft descending. This would have not been a problem but we were over rbv fix and our flight plan called for us to make a right turn from a heading of 058 degrees to a heading of 081 degrees. This put the aircraft on a diverging course and altitude. The TCASII gave an RA which we complied with and advised ATC of it. We passed approximately 500 ft below and 2 mi horizontal from the aircraft.

Title: FLC OF AN ACR MLG ACFT DEVIATED DELAYED MAKING A REQUIRED FILED RTE CHANGE OF HDG DUE TO ATC TA AND TCASII RA.
Narrative: ON CLB OUT OF BWI WE WERE GIVEN A CLRNC FROM ZDC (FREQ 134.5) TO CLB FROM 14000 FT TO 17000 FT. WE WERE ADVISED OF VFR TFC AT 2 O'CLOCK AND 15 MI AT 15500 FT DSNDING. THIS WOULD HAVE NOT BEEN A PROB BUT WE WERE OVER RBV FIX AND OUR FLT PLAN CALLED FOR US TO MAKE A R TURN FROM A HDG OF 058 DEGS TO A HDG OF 081 DEGS. THIS PUT THE ACFT ON A DIVERGING COURSE AND ALT. THE TCASII GAVE AN RA WHICH WE COMPLIED WITH AND ADVISED ATC OF IT. WE PASSED APPROX 500 FT BELOW AND 2 MI HORIZ FROM THE ACFT.
