Narrative:

Kansas city ARTCC experienced numerous complete radio failures during the period may/xx/93 at XA30 local to may/yy/92 XB30 local. During periods of thunderstorm activity and normal traffic activity, radio frequencys and landlines started to fail -- as many as 20 at a time. This situation remained for 20 hours. Management (FAA) explained that telephone company had been changing software and was unable to recover from a major failure. They were also unable to rerte any of these lines. Traffic was adversely impacted for 20 hours.

Title: RADIO FAILURES OCCURRED OVER A 20 HR PERIOD DUE TO TELECON LINE OUTAGES.

Narrative: KANSAS CITY ARTCC EXPERIENCED NUMEROUS COMPLETE RADIO FAILURES DURING THE PERIOD MAY/XX/93 AT XA30 LCL TO MAY/YY/92 XB30 LCL. DURING PERIODS OF TSTM ACTIVITY AND NORMAL TFC ACTIVITY, RADIO FREQS AND LANDLINES STARTED TO FAIL -- AS MANY AS 20 AT A TIME. THIS SIT REMAINED FOR 20 HRS. MGMNT (FAA) EXPLAINED THAT TELCO HAD BEEN CHANGING SOFTWARE AND WAS UNABLE TO RECOVER FROM A MAJOR FAILURE. THEY WERE ALSO UNABLE TO RERTE ANY OF THESE LINES. TFC WAS ADVERSELY IMPACTED FOR 20 HRS.
