Narrative:

Air carrier X on final approach to runway 16R. At the OM, (the north end of boeing field), air carrier X indicated that he was climbing. The aircraft requested a 360 degrees to get down and land, but due to noise restrictions, was issued alternate missed approach and went around. There were 4 aircraft in the VFR traffic pattern at boeing, none above 1400 ft. Contacted later, the pilot indicated that he had received an RA on an unidented aircraft and followed it. This situation is a daily occurrence (sea landing traffic over aircraft in the boeing traffic pattern). TCASII is a hindrance in the traffic pattern. TCASII should be in traffic mode only. There was no indication on the flight strip that the aircraft was TCASII equipped.

Title: ACR X TCASII RA FROM ACFT IN VFR TFC PATTERN AT ADJACENT ARPT EXECUTED A MISSED APCH. EVASIVE ACTION TAKEN.

Narrative: ACR X ON FINAL APCH TO RWY 16R. AT THE OM, (THE N END OF BOEING FIELD), ACR X INDICATED THAT HE WAS CLBING. THE ACFT REQUESTED A 360 DEGS TO GET DOWN AND LAND, BUT DUE TO NOISE RESTRICTIONS, WAS ISSUED ALTERNATE MISSED APCH AND WENT AROUND. THERE WERE 4 ACFT IN THE VFR TFC PATTERN AT BOEING, NONE ABOVE 1400 FT. CONTACTED LATER, THE PLT INDICATED THAT HE HAD RECEIVED AN RA ON AN UNIDENTED ACFT AND FOLLOWED IT. THIS SIT IS A DAILY OCCURRENCE (SEA LNDG TFC OVER ACFT IN THE BOEING TFC PATTERN). TCASII IS A HINDRANCE IN THE TFC PATTERN. TCASII SHOULD BE IN TFC MODE ONLY. THERE WAS NO INDICATION ON THE FLT STRIP THAT THE ACFT WAS TCASII EQUIPPED.
