Narrative:

Air carrier X departed ATC wbound on J239. Air carrier X check on frequency from atl approach out of 11500 for 14000. (Atl TCA extends up to 12500 and atl approach extends up to 14000.) air carrier X was issued a climb clearance to FL230. Instructor and trainee were distracted while the instructor critiqued phraseology used by the trainee. Shortly after, air carrier X advised that he was responding to a TCASII RA and turning to miss aircraft Y directly ahead and crossing from left to right. I then realized that air carrier X had VFR traffic skimming the top of the TCA at 12800. Our traffic load was light, but we were not being attentive because of the OJT in progress and because air carrier X was still within atl approach airspace.

Title: ACR X TCASII RA WITH VFR ACFT Y. EVASIVE ACTION TAKEN. SEE AND AVOID CONCEPT.

Narrative: ACR X DEPARTED ATC WBOUND ON J239. ACR X CHK ON FREQ FROM ATL APCH OUT OF 11500 FOR 14000. (ATL TCA EXTENDS UP TO 12500 AND ATL APCH EXTENDS UP TO 14000.) ACR X WAS ISSUED A CLB CLRNC TO FL230. INSTRUCTOR AND TRAINEE WERE DISTRACTED WHILE THE INSTRUCTOR CRITIQUED PHRASEOLOGY USED BY THE TRAINEE. SHORTLY AFTER, ACR X ADVISED THAT HE WAS RESPONDING TO A TCASII RA AND TURNING TO MISS ACFT Y DIRECTLY AHEAD AND XING FROM L TO R. I THEN REALIZED THAT ACR X HAD VFR TFC SKIMMING THE TOP OF THE TCA AT 12800. OUR TFC LOAD WAS LIGHT, BUT WE WERE NOT BEING ATTENTIVE BECAUSE OF THE OJT IN PROGRESS AND BECAUSE ACR X WAS STILL WITHIN ATL APCH AIRSPACE.
