Narrative:

I was working ground control at pal-waukee ATCT when an small transport called for taxi from the main ramp. I instructed the aircraft to taxi to runway 30R. The approach end of runway 30R is located at the southeast corner of the main ramp, about 25 yards off the airplane's right wing. I did a few other things, then looked back at the small transport. The airplane was about 30 ft onto the active runway (30R) taxiing nebound. I told the aircraft to stop, make a 180 degree turn, and return to the proper side of the hold short lines. The pilot complied and said he was unsure of where he was and where runway 30R was. This is yet another runway incursion here at pwk. We have a confusing layout, few txwys and many runways. Signage is non-existent. However, pilots, I believe, should familiarize themselves with the airport layout before taxiing. If they listen to the ATIS to find out the active runway(south), look to see where they are and where the active(south) are, many incursions like this can be avoided.

Title: UNAUTH RWY ENTRY OP. NON ADHERENCE TO ATC CLRNC INSTRUCTION.

Narrative: I WAS WORKING GND CTL AT PAL-WAUKEE ATCT WHEN AN SMT CALLED FOR TAXI FROM THE MAIN RAMP. I INSTRUCTED THE ACFT TO TAXI TO RWY 30R. THE APCH END OF RWY 30R IS LOCATED AT THE SE CORNER OF THE MAIN RAMP, ABOUT 25 YARDS OFF THE AIRPLANE'S R WING. I DID A FEW OTHER THINGS, THEN LOOKED BACK AT THE SMT. THE AIRPLANE WAS ABOUT 30 FT ONTO THE ACTIVE RWY (30R) TAXIING NEBOUND. I TOLD THE ACFT TO STOP, MAKE A 180 DEG TURN, AND RETURN TO THE PROPER SIDE OF THE HOLD SHORT LINES. THE PLT COMPLIED AND SAID HE WAS UNSURE OF WHERE HE WAS AND WHERE RWY 30R WAS. THIS IS YET ANOTHER RWY INCURSION HERE AT PWK. WE HAVE A CONFUSING LAYOUT, FEW TXWYS AND MANY RWYS. SIGNAGE IS NON-EXISTENT. HOWEVER, PLTS, I BELIEVE, SHOULD FAMILIARIZE THEMSELVES WITH THE ARPT LAYOUT BEFORE TAXIING. IF THEY LISTEN TO THE ATIS TO FIND OUT THE ACTIVE RWY(S), LOOK TO SEE WHERE THEY ARE AND WHERE THE ACTIVE(S) ARE, MANY INCURSIONS LIKE THIS CAN BE AVOIDED.
