Narrative:

I was providing OJT on the non-radar approach control position at columbia, mo, ATCT. The developmental issued a climb to 5000 ft to small transport X. Small aircraft Y was an overflt at 4000 ft. Developmental assumed aircraft were being provided lateral separation, parallel opposite courses. I did not catch error in time and standard IFR separation was lost. Small aircraft Y saw small transport X above him climbing. Small transport X then reported at 5000 ft. Cou ATCT is the only non-radar approach control tower in the FAA central region. We are scheduled to have radar service in the future when an ASR-9 is installed. The over traffic at 4000 ft was proceeding on an RNAV direct route through columbia, mo, ATCT airspace and the controller (developmental and myself) did not get precise enough position reports to ascertain exact position. Supplemental information from acn 240507: radar depicted the aircraft passed 6/10 of a mi and 600 ft apart.

Narrative: I WAS PROVIDING OJT ON THE NON-RADAR APCH CTL POS AT COLUMBIA, MO, ATCT. THE DEVELOPMENTAL ISSUED A CLB TO 5000 FT TO SMT X. SMA Y WAS AN OVERFLT AT 4000 FT. SMT X THEN RPTED AT 5000 FT. COU ATCT IS THE ONLY NON-RADAR APCH CTL TWR IN THE FAA CENTRAL REGION. WE ARE SCHEDULED TO HAVE RADAR SVC IN THE FUTURE WHEN AN ASR-9 IS INSTALLED. THE OVER TFC AT 4000 FT WAS PROCEEDING ON AN RNAV DIRECT RTE THROUGH COLUMBIA, MO, ATCT AIRSPACE AND THE CTLR (DEVELOPMENTAL AND MYSELF) DID NOT GET PRECISE ENOUGH POS RPTS TO ASCERTAIN EXACT POS. SUPPLEMENTAL INFO FROM ACN 240507: RADAR DEPICTED THE ACFT PASSED 6/10 OF A MI AND 600 FT APART.
