Narrative:

20 mi southwest of mie contacted grissom approach control, requested a practice ILS runway 32 approach. I told approach I could slow to 80 KTS indicated if that would help. Controller acknowledged my 80 KTS and asked that I climb to 4000'. I reported out of 2700 (procedure turn altitude) for 4000' and slowing to 80 KTS. Small aircraft was cleared direct to the LOM (ball), maintain 3000'. Approach cleared me direct to ball, maintain 4000' hold as depicted. Small aircraft was told to report procedure turn inbound and acknowledged. I turned right to the outbnd heading and reported holding ball 4000'. The small aircraft then reported procedure turn inbound and was cleared for the approach and told to contact tower at the marker. I was 2 mi outside the marker at 4000' (outbnd), requested approach clearance from present position and was cleared for the approach and instructed to contact tower at the marker. I began my turn inbound, reported out of 4000 to 2700' and intercepted the inbound course. At the marker I changed frequency to tower and heard the small aircraft report the marker inbound. We are both at the marker and both at the same altitude? After some discussion with tower I saw the small aircraft out the right side (800-1000') and slightly behind me. I made a left 360 degree turn while the small aircraft was cleared for a low approach. Then I was cleared to land behind the small aircraft. Both of us were VMC and our responsibility to see and avoid, neither of us were told we were in radar contact. I was told to hold as depicted (missed approach holding is the only holding depicted). I am sure the controller wanted me to hold in the missed approach pattern. I don't think the small aircraft was established on the inbound course when he reported procedure turn inbound. I think he was starting his turn inbound. Poor radar coverage and poor communications could have resulted in a midair over the OM by 2 aircraft cleared for the approach who thought everything was normal.

APCH CLRED ME DIRECT TO BALL, MAINTAIN 4000' HOLD AS DEPICTED. SMA WAS TOLD TO RPT PROC TURN INBND AND ACKNOWLEDGED. I TURNED RIGHT TO THE OUTBND HDG AND RPTED HOLDING BALL 4000'. THE SMA THEN RPTED PROC TURN INBND AND WAS CLRED FOR THE APCH AND TOLD TO CONTACT TWR AT THE MARKER. I WAS 2 MI OUTSIDE THE MARKER AT 4000' (OUTBND), REQUESTED APCH CLRNC FROM PRESENT POS AND WAS CLRED FOR THE APCH AND INSTRUCTED TO CONTACT TWR AT THE MARKER. I BEGAN MY TURN INBND, RPTED OUT OF 4000 TO 2700' AND INTERCEPTED THE INBND COURSE. AT THE MARKER I CHANGED FREQ TO TWR AND HEARD THE SMA RPT THE MARKER INBND. WE ARE BOTH AT THE MARKER AND BOTH AT THE SAME ALT? AFTER SOME DISCUSSION WITH TWR I SAW THE SMA OUT THE RIGHT SIDE (800-1000') AND SLIGHTLY BEHIND ME. I MADE A LEFT 360 DEG TURN WHILE THE SMA WAS CLRED FOR A LOW APCH. THEN I WAS CLRED TO LAND BEHIND THE SMA. BOTH OF US WERE VMC AND OUR RESPONSIBILITY TO SEE AND AVOID, NEITHER OF US WERE TOLD WE WERE IN RADAR CONTACT. I WAS TOLD TO HOLD AS DEPICTED (MISSED APCH HOLDING IS THE ONLY HOLDING DEPICTED). I AM SURE THE CTLR WANTED ME TO HOLD IN THE MISSED APCH PATTERN. I DON'T THINK THE SMA WAS ESTABLISHED ON THE INBND COURSE WHEN HE RPTED PROC TURN INBND. I THINK HE WAS STARTING HIS TURN INBND. POOR RADAR COVERAGE AND POOR COMS COULD HAVE RESULTED IN A MIDAIR OVER THE OM BY 2 ACFT CLRED FOR THE APCH WHO THOUGHT EVERYTHING WAS NORMAL.
