Narrative:

We were cleared to leave gate on green line for north india. A fuel truck was fueling an aircraft on ramp. We were square on green line taxiing at a slow rate of speed when we approached spot. An FBO pickup, white ford, late model, with the numeral '3' on it, approached us from opposite direction at relatively high rate of speed (estimated to be at least 35 mph). From his course and rate of speed it was obvious that he would hit us on left wing in the area of the left propeller/engine. Had an medium large transport to our right on blue line and company traffic parked to the left so evasive action was not appropriate. I made a hard -- and I mean hard -- stop and we prepared for emergency shutdown. The driver of the pickup was totally oblivious to us. He was looking the entire time at the fueler servicing the aircraft on spot xy. At the last second he veered to his right and circled away. I called flight attendant to make sure passenger were not injured (everyone was ok). I then called ramp tower to make a complaint while first officer called company operations to tell them about situation. I then made PA to reassure passenger (aircraft not in motion). No damage to aircraft, no injuries, so I continued to destination. There is no excuse -- none -- for that driver's carelessness in a ramp area. He got within approximately 30 ft of the left propeller! P.south. I was still 'excited,' so to speak, when I called the ramp tower (owned/operated by the airline, not FAA) and when I pointed out the truck I said 'that son of a _____' -- I stopped myself before I actually said 'bitch.' I know that I shouldn't use unprofessional language like that over a frequency, but hell, the son of a bitch tried to kill us!

Title: A NEAR CRITICAL CONFLICT BTWN AN LTT, TAXIING TFC AND A GND VEHICLE IN A RAMP OP.

FROM HIS COURSE AND RATE OF SPD IT WAS OBVIOUS THAT HE WOULD HIT US ON L WING IN THE AREA OF THE L PROP/ENG. HAD AN MLG TO OUR R ON BLUE LINE AND COMPANY TFC PARKED TO THE L SO EVASIVE ACTION WAS NOT APPROPRIATE. I MADE A HARD -- AND I MEAN HARD -- STOP AND WE PREPARED FOR EMER SHUTDOWN. I CALLED FLT ATTENDANT TO MAKE SURE PAX WERE NOT INJURED (EVERYONE WAS OK). I THEN CALLED RAMP TWR TO MAKE A COMPLAINT WHILE FO CALLED COMPANY OPS TO TELL THEM ABOUT SIT. I THEN MADE PA TO REASSURE PAX (ACFT NOT IN MOTION). NO DAMAGE TO ACFT, NO INJURIES, SO I CONTINUED TO DEST. THERE IS NO EXCUSE -- NONE -- FOR THAT DRIVER'S CARELESSNESS IN A RAMP AREA. HE GOT WITHIN APPROX 30 FT OF THE L PROP! P.S. I WAS STILL 'EXCITED,' SO TO SPEAK, WHEN I CALLED THE RAMP TWR (OWNED/OPERATED BY THE AIRLINE, NOT FAA) AND WHEN I POINTED OUT THE TRUCK I SAID 'THAT SON OF A _____' -- I STOPPED MYSELF BEFORE I ACTUALLY SAID 'BITCH.' I KNOW THAT I SHOULDN'T USE UNPROFESSIONAL LANGUAGE LIKE THAT OVER A FREQ, BUT HELL, THE SON OF A BITCH TRIED TO KILL US!
