Narrative:

I was PIC of flight over lfk at FL290. Aircraft under us at FL270 was cleared to FL280. As aircraft started to climb we received RA on our TCASII to climb. RA stayed on until about FL300. We leveled at about FL303. Advised ATC when we left FL290 and that we had an RA to climb. Advised ATC when we leveled at FL303 and when out of FL303 for FL290. We did not see aircraft that set off RA. This is third RA received in this area in less than 12 months. I am not at all pleased with the false number of RA's being received. 2 of my events only required about 300-500 ft climb to end RA. This one required 1000 ft plus 300 ft to level. To date, I have received about 6 RA's -- all false events.
