Narrative:

This report pertains to the txwys at dca with particular attention to txwys lima, kilo, and india. When dca is on a north operation aircraft departing runway 36 at india taxi right into aircraft that are departing the interim terminal and are using txwys lima, india, and kilo. Consequently, when aircraft depart runway 18 and taxi northbound toward the interim terminal they are met head on by aircraft on txwys lima, kilo, and india. During either operation, the area around txwys lima, kilo, and india becomes critical to the ground operations at dca. This area is particularly dangerous at night when the txwys are contaminated. I don't know who designed the previously mentioned area or better yet, who approved such a taxiway layout, but this area needs to be better designed make it more efficient and safer.

Narrative: THIS RPT PERTAINS TO THE TXWYS AT DCA WITH PARTICULAR ATTN TO TXWYS LIMA, KILO, AND INDIA. WHEN DCA IS ON A N OP ACFT DEPARTING RWY 36 AT INDIA TAXI RIGHT INTO ACFT THAT ARE DEPARTING THE INTERIM TERMINAL AND ARE USING TXWYS LIMA, INDIA, AND KILO. CONSEQUENTLY, WHEN ACFT DEPART RWY 18 AND TAXI NBOUND TOWARD THE INTERIM TERMINAL THEY ARE MET HEAD ON BY ACFT ON TXWYS LIMA, KILO, AND INDIA. DURING EITHER OP, THE AREA AROUND TXWYS LIMA, KILO, AND INDIA BECOMES CRITICAL TO THE GND OPS AT DCA. THIS AREA IS PARTICULARLY DANGEROUS AT NIGHT WHEN THE TXWYS ARE CONTAMINATED. I DON'T KNOW WHO DESIGNED THE PREVIOUSLY MENTIONED AREA OR BETTER YET, WHO APPROVED SUCH A TXWY LAYOUT, BUT THIS AREA NEEDS TO BE BETTER DESIGNED MAKE IT MORE EFFICIENT AND SAFER.
