Narrative:

I was in command of flight key west to miami. Just after takeoff (approximately 300 ft) I began a right turn, when my copilot saw the parasailer being pulled by a boat. The parasailer was about 400-500 ft horizontally from the aircraft when I increased our rate of climb so as to pass above him approximately 300-500 ft. The conditions of the day were clear, visibility 10 mi, wind 180/07. After pre takeoff checklist was completed, we contacted the tower for clearance into their air traffic area. Key west international was using runway 27 with most of traffic using right traffic pattern, due to the majority of traffic arriving and departing to north and northeast (miami). My concerns after takeoff were to make a right turn and stay low, so as to avoid any traffic coming out of the airport. Most of my concerns, in the past, have been water conditions and wind, boat traffic and air traffic, once airborne. This high wing (engines close to the cockpit) aircraft (amphibian) makes it difficult to clear more than say, 30 degrees prior to the turn. A constant watch should be maintained. Also, clearing of the immediate area is a big priority prior to takeoff, since this incident occurred.

Title: AMPHIBIOUS ACR ACFT ENCOUNTERS PARASAILER AFTER TKOF.

Narrative: I WAS IN COMMAND OF FLT KEY WEST TO MIAMI. JUST AFTER TKOF (APPROX 300 FT) I BEGAN A R TURN, WHEN MY COPLT SAW THE PARASAILER BEING PULLED BY A BOAT. THE CONDITIONS OF THE DAY WERE CLR, VISIBILITY 10 MI, WIND 180/07. AFTER PRE TKOF CHKLIST WAS COMPLETED, WE CONTACTED THE TWR FOR CLRNC INTO THEIR ATA. KEY WEST INTL WAS USING RWY 27 WITH MOST OF TFC USING R TFC PATTERN, DUE TO THE MAJORITY OF TFC ARRIVING AND DEPARTING TO N AND NE (MIAMI). MY CONCERNS AFTER TKOF WERE TO MAKE A R TURN AND STAY LOW, SO AS TO AVOID ANY TFC COMING OUT OF THE ARPT. MOST OF MY CONCERNS, IN THE PAST, HAVE BEEN WATER CONDITIONS AND WIND, BOAT TFC AND AIR TFC, ONCE AIRBORNE. THIS HIGH WING (ENGS CLOSE TO THE COCKPIT) ACFT (AMPHIBIAN) MAKES IT DIFFICULT TO CLR MORE THAN SAY, 30 DEGS PRIOR TO THE TURN. A CONSTANT WATCH SHOULD BE MAINTAINED. ALSO, CLRING OF THE IMMEDIATE AREA IS A BIG PRIORITY PRIOR TO TKOF, SINCE THIS INCIDENT OCCURRED.
