Narrative:

In sum: unable to extend the left main gear at buf. Circled and tried everything in the book unsuccessfully. Fuel on board 1700 pounds. Conversations with chief pilot and maintenance at syr had to be relayed through phone calls. Diverted to syr for more direct communication with ground personnel. Arrived syr area with 800 pounds of fuel. Methodically repeated all procedures while being prompted by chief pilot. Attempts were still unsuccessful. At this time an emergency was declared. Finally they extended full flaps and slowed to idle stall speed. At this point they finally got the gear down and locked. Landed uneventfully and grounded the aircraft for maintenance.
