Narrative:

Student pilot was practicing a straight climb by reference to instruments. We were northbound and were just leveling off at 3000 ft. A wbound small aircraft (beige with tip tanks) crossed our flight path. I had cleared the area before the climb and did not see him. The climb was only 500 ft, from 2500-3000 ft. We were over the chesapeake bay, so MSL=AGL. Small aircraft took no evasive action. I don't think he ever saw us.

Title: INSTRUCTOR WITH SPI HAS NMAC WITH SMA.

Narrative: STUDENT PLT WAS PRACTICING A STRAIGHT CLB BY REF TO INSTS. WE WERE NBOUND AND WERE JUST LEVELING OFF AT 3000 FT. A WBOUND SMA (BEIGE WITH TIP TANKS) CROSSED OUR FLT PATH. I HAD CLRED THE AREA BEFORE THE CLB AND DID NOT SEE HIM. THE CLB WAS ONLY 500 FT, FROM 2500-3000 FT. WE WERE OVER THE CHESAPEAKE BAY, SO MSL=AGL. SMA TOOK NO EVASIVE ACTION. I DON'T THINK HE EVER SAW US.
