Narrative:

After cancelling IFR with lit approach control I contacted unicom for advisory. '1 small aircraft just landed runway 19, 1 small aircraft Y just departed runway 19 staying in pattern.' the small aircraft Y pilot asked my position and stated that he would follow me for landing. At this, I replied that I would enter left base for 19 and hurry on to the runway. When approximately 2 mi out and on left base we heard another aircraft, small aircraft Z state that he was northwest of the field for advisory. Unicom advised him that 1 small transport X was on left base for 19 and small aircraft Y on left downwind for runway 19. As I was about to turn final, the small aircraft Y pilot inquired as to my position (I'm in the small transport X). I stated that I was turning final and at the very same time I observed this small aircraft Z out my left side below me flying eastbound. I announced that I was turning final and that another aircraft had just flown beneath me going east. The small aircraft Z then made a climbing right turn and reported entering left base. I then asked, 'you are going to cut the small aircraft Y out of the pattern also?' no reply. When on the ground I started toward aircraft and met an individual that had just exited the small aircraft Z and asked if he was flying that airplane. His reply, 'no but go ahead and give it to him.' I talked with the pilot, asking him about his actions. I had some words of advice to him about his actions and how close he came to me in the small transport X. He stated that he was sorry for what happened and attempted to excuse his actions by saying they were sightseeing and not paying attention. There were 4 people in the small aircraft Z and 3 in the small transport X. My passenger in the small transport X saw the small aircraft Z just as it passed beneath us. My opinion is that the pilot of the small aircraft Z displayed poor judgement in sightseeing near an airport and not paying attention. There had been no communication from him prior to, 'northwest of the airport for advisory.' he further displayed a total disregard as to the proper and safe way to enter the traffic pattern at an uncontrolled airport. He further displayed a total disregard for the lives of his passenger as well as those in the small transport X. His actions causes me to question whether or not that he be allowed the privilege of a pilot certificate.

THE SMA Y PLT ASKED MY POS AND STATED THAT HE WOULD FOLLOW ME FOR LNDG. AT THIS, I REPLIED THAT I WOULD ENTER L BASE FOR 19 AND HURRY ON TO THE RWY. WHEN APPROX 2 MI OUT AND ON L BASE WE HEARD ANOTHER ACFT, SMA Z STATE THAT HE WAS NW OF THE FIELD FOR ADVISORY. UNICOM ADVISED HIM THAT 1 SMT X WAS ON L BASE FOR 19 AND SMA Y ON L DOWNWIND FOR RWY 19. AS I WAS ABOUT TO TURN FINAL, THE SMA Y PLT INQUIRED AS TO MY POS (I'M IN THE SMT X). I STATED THAT I WAS TURNING FINAL AND AT THE VERY SAME TIME I OBSERVED THIS SMA Z OUT MY L SIDE BELOW ME FLYING EBOUND. I ANNOUNCED THAT I WAS TURNING FINAL AND THAT ANOTHER ACFT HAD JUST FLOWN BENEATH ME GOING E. THE SMA Z THEN MADE A CLBING R TURN AND RPTED ENTERING L BASE. I THEN ASKED, 'YOU ARE GOING TO CUT THE SMA Y OUT OF THE PATTERN ALSO?' NO REPLY. WHEN ON THE GND I STARTED TOWARD ACFT AND MET AN INDIVIDUAL THAT HAD JUST EXITED THE SMA Z AND ASKED IF HE WAS FLYING THAT AIRPLANE. HIS REPLY, 'NO BUT GO AHEAD AND GIVE IT TO HIM.' I TALKED WITH THE PLT, ASKING HIM ABOUT HIS ACTIONS. I HAD SOME WORDS OF ADVICE TO HIM ABOUT HIS ACTIONS AND HOW CLOSE HE CAME TO ME IN THE SMT X. HE STATED THAT HE WAS SORRY FOR WHAT HAPPENED AND ATTEMPTED TO EXCUSE HIS ACTIONS BY SAYING THEY WERE SIGHTSEEING AND NOT PAYING ATTN. THERE WERE 4 PEOPLE IN THE SMA Z AND 3 IN THE SMT X. MY PAX IN THE SMT X SAW THE SMA Z JUST AS IT PASSED BENEATH US. MY OPINION IS THAT THE PLT OF THE SMA Z DISPLAYED POOR JUDGEMENT IN SIGHTSEEING NEAR AN ARPT AND NOT PAYING ATTN. THERE HAD BEEN NO COM FROM HIM PRIOR TO, 'NW OF THE ARPT FOR ADVISORY.' HE FURTHER DISPLAYED A TOTAL DISREGARD AS TO THE PROPER AND SAFE WAY TO ENTER THE TFC PATTERN AT AN UNCTLED ARPT. HE FURTHER DISPLAYED A TOTAL DISREGARD FOR THE LIVES OF HIS PAX AS WELL AS THOSE IN THE SMT X. HIS ACTIONS CAUSES ME TO QUESTION WHETHER OR NOT THAT HE BE ALLOWED THE PRIVILEGE OF A PLT CERTIFICATE.
