Narrative:

Small transport called for taxi with current ATIS. I issued taxi clearance to runway 13 (opposite end of airport from where aircraft was parked). Pilot read back 'runway 13.' ground control and clearance delivery/flight data were combined and I was working both position. The new hourly WX was received and I was preparing to make a new ATIS. I looked up from the WX report and saw small transport X crossing runway 13 approximately 2000 ft from the threshold. Local control issued a takeoff clearance to small transport Y, but the departure roll had not started. I waited until small transport X completed crossing runway 13 before I said anything to him so he wouldn't stop in the middle of the runway. I immediately informed local of small transport X crossing runway 13. Unauthorized runway crossing had been completed prior to the small transport Y starting takeoff roll. Factors involved: runway 13 is rarely used, pilot may have crossed out of habit as the taxi route to our most often used runway crosses runway 13. I failed to ensure that the aircraft turned on parallel taxiway for runway 13 prior to performing lower priority flight data duties. Pilot is locally based and I assumed there would be no problem, especially since he read back 'runway 13.' resolution: ensure all potential conflicts are resolved prior to performing lower priority duties. This is basic ATC (ATC 101). However it appears the 'complacency bug' has bitten again. Supplemental information from acn 236837: I called orlando ground control, executive airport, for taxi instruction. I was instructed to taxi to runway 13. While taxiing I was reviewing my departure instructions and inadvertently taxied across runway 13 and ground control informed me of my actions. I am filing this report to let you know that my actions were not intentional, and I am aware after the fact, of what took place. Supplemental information from acn 236840: after completion of scanning runway 13 I cleared small transport Y for takeoff on a heading. The pilot questioned the heading and I restated the clearance. As I was scanning the final, ground control advised that small transport X was crossing runway 13. I observed small transport X to be clear of the runway and I observed small transport Y still holding in position, therefore I did not cancel takeoff clearance.

UNAUTH RWY XING HAD BEEN COMPLETED PRIOR TO THE SMT Y STARTING TKOF ROLL. FACTORS INVOLVED: RWY 13 IS RARELY USED, PLT MAY HAVE CROSSED OUT OF HABIT AS THE TAXI RTE TO OUR MOST OFTEN USED RWY CROSSES RWY 13. I FAILED TO ENSURE THAT THE ACFT TURNED ON PARALLEL TXWY FOR RWY 13 PRIOR TO PERFORMING LOWER PRIORITY FLT DATA DUTIES. PLT IS LOCALLY BASED AND I ASSUMED THERE WOULD BE NO PROB, ESPECIALLY SINCE HE READ BACK 'RWY 13.' RESOLUTION: ENSURE ALL POTENTIAL CONFLICTS ARE RESOLVED PRIOR TO PERFORMING LOWER PRIORITY DUTIES. I WAS INSTRUCTED TO TAXI TO RWY 13. WHILE TAXIING I WAS REVIEWING MY DEP INSTRUCTIONS AND INADVERTENTLY TAXIED ACROSS RWY 13 AND GND CTL INFORMED ME OF MY ACTIONS. I AM FILING THIS RPT TO LET YOU KNOW THAT MY ACTIONS WERE NOT INTENTIONAL, AND I AM AWARE AFTER THE FACT, OF WHAT TOOK PLACE. SUPPLEMENTAL INFO FROM ACN 236840: AFTER COMPLETION OF SCANNING RWY 13 I CLRED SMT Y FOR TKOF ON A HDG. THE PLT QUESTIONED THE HDG AND I RESTATED THE CLRNC. AS I WAS SCANNING THE FINAL, GND CTL ADVISED THAT SMT X WAS XING RWY 13. I OBSERVED SMT X TO BE CLR OF THE RWY AND I OBSERVED SMT Y STILL HOLDING IN POS, THEREFORE I DID NOT CANCEL TKOF CLRNC.
