Flight was inbound to habro intersection from rlg VORTAC on V220 at FL200. Cleared to habro intersection to hold southeast at FL200. Approximately 1 mi past habro, upon starting procedure to enter hold, flight was cleared for VOR DME-B approach to hdn and descend to 13000 ft. Clearance issued was incorrect clearance due to en route MEA protection below 13000 ft outside of 17 DME che arc. Approach procedure for flight proceeded to che VORTAC then outbound to IAF. Habro intersection cannot be used as IAF approach fix from holding pattern due to MEA altitude protection in holding pattern of 10000 ft outside of 17 DME VOR DME-B arc. Flight must first proceed to che VORTAC then to IAF.
