Narrative:

Before takeoff, the aircraft needed deicing because of the heavy snow fall. We were given runway 33 which has a noise abatement procedure of turning immediately to intercept the 327 degree yyz radial. The yyz VOR is located on the airport and requires a quick turn. On this day, the wind was northeast at 15-20 KTS. Because of the icing conditions, I was concerned about not making any turns at a low altitude and making a lower than normal rotation. Because of safety concerns about low altitude turns and a strong northeast wind, my aircraft penetrated the noise sensitive area. I would recommend this runway not be used under the above described conditions or the noise procedure be suspended while operations are in use.

BECAUSE OF SAFETY CONCERNS ABOUT LOW ALT TURNS AND A STRONG NE WIND, MY ACFT PENETRATED THE NOISE SENSITIVE AREA.
