Narrative:

Instrument approach to lax runway 6L. Used wrong frequency, flew approach to runway 6R. Aircraft broke out at 1000 ft AGL, sidestep and land on runway 6L. Contributing factors: ATIS WX called at 2500 ft, 5 mi visibility, light rain and fog. No NOTAM information about new frequencys for ILS. Plate (11-6) dated jan/29/93 was used. Frequency 111.7 was set in, and used, no identify check. Controller initially advised approach for runway 6R, but then changed advisory for runway 6L. When clearance was issued, it was 'maintain 2 till guppi, cleared ILS runway 6L approach. Approach controller was very busy. Airport had just had night runway change and controller was handling all inbounds, not just the north side. A jet asked about ILS frequencys, but he was going to runway 7R. Controller never advised us of the new ILS frequency. Paperwork packet had 13 NOTAMS for lax. One advised 'runway 6L ILS DME now 108.5 channel 22.' NOTAMS were checked, but information not absorbed. At about 1000 ft AGL, field came into sight. We quickly quizzed tower 'confirm cleared to land runway 6L.' confirmation was received and we completed sidestep and line-up on runway 6L by 500 ft AGL. Primary factors: pilots failed to identify frequency and thoroughly check NOTAMS. Secondary factors: approach controller overload, failed to confirm ILS frequency, failed to notice on radar line-up for runway 6R. WX called (via ATIS) as 2500/5, actual 1000/5. Too many NOTAMS, important information buried in 13 NOTAMS. No alert new frequency on ATIS advisory. Crew was completing 14 hour day, body clock time.
