Narrative:

Newark 4 departure: SID has runway 22R 190 degree heading immediately after takeoff (100-300 ft AGL) to dodge a noise monitor then a 220 degree heading at the 3 DME ILS Q. Normal level off at 5000 ft but we were given 2500 ft level off. To display ILS DME in the large transport required 1 pilot to be out of the missed approach mode in full or exp ILS. This puts the PNF not in the missed approach mode and a bit out of the loop. In trying to dodge the noise monitor with the 190 degree heading we missed the 2500 ft level off overshooting by 400 ft. A high performance jet like an large transport climbs very fast, even at reduced takeoff power. Multiple heading changes to dodge around noise monitors doesn't make the job any easier and it subtracts from the safety of the flight. I feel strongly operations like sna/dca/sjc/ewr, et al, put unnecessary pressures on pilots during a critical phase of flight and the FAA should limit the authority of local airport authorities to dream up these noise abatement procedures for political gain. If people want a local airport like orange county, fine. Let the acrs operate safely. If the noise is too much, move all 121 to lax.

I FEEL STRONGLY OPS LIKE SNA/DCA/SJC/EWR, ET AL, PUT UNNECESSARY PRESSURES ON PLTS DURING A CRITICAL PHASE OF FLT AND THE FAA SHOULD LIMIT THE AUTHORITY OF LCL ARPT AUTHORITIES TO DREAM UP THESE NOISE ABATEMENT PROCS FOR POLITICAL GAIN. IF PEOPLE WANT A LCL ARPT LIKE ORANGE COUNTY, FINE. LET THE ACRS OPERATE SAFELY. IF THE NOISE IS TOO MUCH, MOVE ALL 121 TO LAX.
