As part of flight attendant briefing, told flight attendant in charge we needed overwater briefing. (Flying tpa-dfw, using J-58 over gulf). Taxi out was relatively short (gate to runway 28R). Flight engineer had to hesitate waiting for flight attendant to finish her briefing. Then called for flight attendants to prepare cabin for takeoff. Cleared 'position and hold,' later 'cleared for takeoff, aircraft on final.' caught between rock and hard place, flight attendants not getting takeoff preparations finished, and aircraft on final and closing. Seems like flight attendant in tourist delayed by uncooperative passenger, and flight attendant in charge up front waiting on flight attendant in back. Finally, had to advise tower unable to takeoff, and we taxied clear. Flight attendants are not educated to and do not understand 'prepare for takeoff' means right now! Flight crew is too busy to monitor progress of flight attendants. Problem is exacerbated when flight attendants are making their PA in several languages, and pilots and flight attendant in charge do not speak the second language. Educate crews that overwater and second language briefings do not legally have to be performed prior to takeoff. Let flight attendants fly orientation flts on jump seat and learn about problems pilots encounter as result of flight attendant non performance.
