Narrative:

Refer to 10-9 cleveland, oh, for reference. Our taxi clearance from cargo (opposite GA ramp was to runway 23L via taxiway J (north), taxiway J on passenger apron to taxiway west, onto runway 28 to hold short of runway 23L. Due to many closed txwys and poor markings because of construction, we managed to mistake runway 23L for runway 28 at the junction of txwys J, left, and west. We started to turn left onto taxiway west and asked ATC to clarify that we were cleared onto runway 28. The ground controller verified that we were cleared onto runway 28, then saw our error and cleared us onto runway 23L at intersection west or to back taxi to the end of runway 23L. He saved our butts! Both of us (2-MAN cockpit) have been in and out of cle many times, and we had discussed the taxi route prior to moving the aircraft and we still managed to screw up. Part of it was the construction and poor markings, the other part human error. I do think that the NOTAMS could have been more specific, and that our company's taxi diagram could have been more detailed. The one thing that prevented an incursion was the radio call to ground that we made to clarify our clearance to taxi onto an active runway. I highly recommend clarifying a clearance to cross an active runway when in any doubt whatsoever.

Title: A WDB TAXIES FOR TKOF AT CLE. ARPT CONSTRUCTION AND FLT MANUAL CHARTS ADD TO THE DIFFICULTY OF TAXIING TO THE PROPER RWY.

Narrative: REFER TO 10-9 CLEVELAND, OH, FOR REF. OUR TAXI CLRNC FROM CARGO (OPPOSITE GA RAMP WAS TO RWY 23L VIA TXWY J (N), TXWY J ON PAX APRON TO TXWY W, ONTO RWY 28 TO HOLD SHORT OF RWY 23L. DUE TO MANY CLOSED TXWYS AND POOR MARKINGS BECAUSE OF CONSTRUCTION, WE MANAGED TO MISTAKE RWY 23L FOR RWY 28 AT THE JUNCTION OF TXWYS J, L, AND W. WE STARTED TO TURN L ONTO TXWY W AND ASKED ATC TO CLARIFY THAT WE WERE CLRED ONTO RWY 28. THE GND CTLR VERIFIED THAT WE WERE CLRED ONTO RWY 28, THEN SAW OUR ERROR AND CLRED US ONTO RWY 23L AT INTXN W OR TO BACK TAXI TO THE END OF RWY 23L. HE SAVED OUR BUTTS! BOTH OF US (2-MAN COCKPIT) HAVE BEEN IN AND OUT OF CLE MANY TIMES, AND WE HAD DISCUSSED THE TAXI RTE PRIOR TO MOVING THE ACFT AND WE STILL MANAGED TO SCREW UP. THE ONE THING THAT PREVENTED AN INCURSION WAS THE RADIO CALL TO GND THAT WE MADE TO CLARIFY OUR CLRNC TO TAXI ONTO AN ACTIVE RWY. I HIGHLY RECOMMEND CLARIFYING A CLRNC TO CROSS AN ACTIVE RWY WHEN IN ANY DOUBT WHATSOEVER.
