Narrative:

On arrival to nassau, approach stopped our descent at 9000 ft and reported light civil aircraft on climb out passing 8000 ft for 8500 ft. We were above a broken cloud layer of cumulus. We did not pick up aircraft visually but had target on TCASII. TCASII then gave a TA and then an RA with a climb command to plus 2000 FPM. As aircraft was not in sight, I complied with the RA with a climb as high as 9500 ft MSL. Captain picked out aircraft popping through clouds (on VFR flight plan). Aircraft passed by without conflict. Rest of flight normal.
