Narrative:
Air carrier X inbound to dfw at 11000 ft. Air carrier Y, a departure climbing to 10000 ft, was eastbound. Air carrier Y did in fact level at 10000 ft, air carrier X climbed to 12000 ft without any warning at all. Air carrier Y was issued out of 8000 ft for 10000 ft with no acknowledgement.
